Former UK Gambling Commission executive Tim Miller has launched GamReg Consulting, an international advisory business that will work with governments and regulators as gambling markets face technological change and growing scrutiny.
Miller, who serves as founder and managing director of the new company, left the Gambling Commission in September following 10 years with the regulator. He announced his departure in June and said at the time that his next role would sit outside Britain’s regulated gambling sector.
GamReg Consulting will focus heavily on regulatory design and implementation, including work aimed at tackling illegal gambling. The company has already started working with partners in North America and plans to extend its activities to other international stakeholders during 2027.
“Regulators everywhere are dealing with fast-moving markets alongside heightened expectations,” Miller said.
“They need practical, credible approaches that keep players safe while supporting a compelling consumer offer. GamReg Consulting has been created to help organisations navigate that complexity with confidence.”
Illegal Gambling Becomes Key Area for New Firm
Addressing illegal gambling operations became an increasingly prominent part of Miller’s work during the final period of his Gambling Commission tenure.
SBC News reported that the UK government allocated an additional £26 million to the Gambling Commission for anti-black-market work in the previous Autumn budget. Miller also repeatedly raised concerns about the role played by major technology and social media platforms in allowing promotions for unlicensed gambling businesses to reach consumers.
“The Big Tech companies, particularly social media platforms and search engines, have such an essential role to play here,” Miller said on the iGaming Daily podcast before his departure from the regulator was announced.
“And actually they don’t play their role significantly, and they’re not at the moment, and it massively undermines the efforts the rest of us are putting in place.”
GamReg Consulting intends to advise governments and regulatory bodies on measures that encourage consumers to use licensed operators. The company will also work with commercial businesses that provide services and technology to regulators.
Miller has also cautioned against regulatory responses based heavily on higher taxation or broad restrictions.

The consultancy’s international focus will take Miller beyond the UK regulatory environment where he spent the past decade. The company has already begun projects involving North American partners and intends to expand its international work next year.
Miller Brings Decade of Commission Experience
Miller previously served as the Gambling Commission’s executive director of policy and research. During his time at the regulator, he led work connected to the Gambling Act Review White Paper and oversaw the development and launch of the Gambling Survey for Great Britain.
His responsibilities also covered several policy changes introduced following the review. These included changes involving age verification and financial vulnerability checks, as well as requirements affecting remote game design and direct marketing.
Miller also held a board position with the Gambling Regulators European Forum and served as its treasurer before stepping down. His departure from the Gambling Commission followed another senior leadership change earlier in 2026, when former chief executive Andrew Rhodes left his position.
Rhodes subsequently joined international strategic advisory firm Hawkbridge after leaving the regulator. Miller’s own move places him in a consultancy role centered specifically on regulatory systems and the development of responses to illegal gambling activity.
Sarah Fox, a former senior civil servant at the Department for Digital, Culture, Media and Sport, was appointed to replace Miller at the Gambling Commission.
International Expansion Planned for 2027
GamReg Consulting will begin broadening its international client work during 2027 after establishing initial relationships and projects in North America.
Miller is also scheduled to appear at the Global Gaming Expo in Las Vegas, where he will discuss technology changes affecting gambling and betting. He will also participate in the 2027 Regulating the Game conference in Sydney as a keynote speaker and conference chair.
The Sydney event is scheduled for March 8 to 10, 2027 at the Sofitel Sydney Wentworth.
Miller said in announcing GamReg Consulting that he had spent 25 years working in regulation. His new business will now apply that experience to governments, regulators and organisations involved in building or supporting gambling regulatory systems outside his former role at the UK Gambling Commission.
